The Origin and Evolution of Anti-Drug Laws in Pakistan: A Historical and Research Review.
Abstract
From the establishment of Pakistan in 1947 up to the present period (2025), the country has made
significant progress in its legal and administrative strategies to combat narcotics. Reforms during
this period have not only rendered drug-related laws more stringent and comprehensive but have
also incorporated modern technology, data analytics, and international cooperation, thereby
enabling more effective actions against drug trafficking and smuggling. In addition, treatment and
rehabilitation systems have been provided with legal protection, while education and public
awareness campaigns have been promoted to address the drug problem at its roots. Enhanced
border security and increased regional cooperation have further strengthened national security.
This period reflects the formulation of a comprehensive, modern, and effective anti-narcotics
strategy in Pakistan, one that has produced notable impacts not only in the legal sphere but also
in the social and public health sectors.Nevertheless, the success of these legal reforms continues
to depend on consistent enforcement, institutional coordination, and active public participation.
